It was very unclear that the traffic light was not working since it ist right after the drivers come out of a tunnel. There were no cones indicating any abnormalties to the driver.

Every city is different, I can tell you in Temecula, Ca my hubby got a ticket for not stopping long enough....$271.00!!!
Tack on another $50-$60 to go to traffic court (if you qualify).

you ran a red light or failure to stop, depends on your state, county and city as the cost of paying the ticket!
