There is no way to connect to a hotspot that isn't within range. Most networks, if in the open will broadcast 200 to 300 meters. Unless they add access points or boosters, there's no way to do that of which I know.

do you have an account with them ( tmobile- freedoom link... etc)
you laptop will recognize the network and will ask you to sign after open the browser.
if it' free . then you don't need to do anything
