If he was in the car and giving them lip, yes. What kind of a person gives a cop lip? He must be on drugs.
Of course it doesn't matter if it is legal . It's a movie and drugs are bad in a police movie.
So yes, it is reasonable, the reason being they wanted the drugs off the street.

Yes,
The weight of the car was different when the car came down from the ship than when it was under investigation in the parking building
Therefore...it was just a lucky guest to search the car for drugs.

Hell yeah That was Gene Hackmans best movie and yes i do believe they had a reasonable cause to search for drugs.
