You must be 18 years old to be a bartender. Even in the states where the legal drinking age is 21, you can still be 18 to serve liquor and it only takes 2 weeks of bartending school, which are all over the place.

On-the-job trining for the most part. Some places train formally, but most places don't hire any more from the grads than the average Joe. Some tourist places like vegas ask you to get a work card and I don't know what it takes to get that. Get a bartender's bible and read up. Or sit at the bar and pay attention-till you get loaded, then call a cab and go again the next day.

There is no program you HAVE to go through. You just need someplace that will allow you to learn on the job.
But a bartending school can help you get a job with no experience.
Try to find a job as a bar back first. That could help.

Depends on the Bar/Restaurant. Most places require you to be atleast 21 (depends on county). Search around for bartending schools near you. If you are working at a family (nonchain) restaurant, they may allow you to learn on the job. You might be asked to attend a course to learn how to spot fake IDs, how to "legally" take care of a rowdy customer, etc.

Most states have a regulatory body that offers certification like a food handlers permit; in Texas where I live it is the TABC. The age for most states is 18 to work there, but I would check at your local employment office to be sure.
The internet also has a lot of info-http://wsll.state.wi.us/topic/alcohol.html

There are schools that you can go to, but if you work in a restuarant you can simply work your way up to the bar. Look in a phonebook to find the schools.
