Pick the time of the year and sale seeds, Knock on doors and ask older people if they have any work you could do for a couple of bucks. Normally they do have something that they can't do and you might just be a big help to someone. You are too young to mow lawns or cut hedges but you can weed small gardens.

Newspaper delivery maybe? It's horrible pay, long, bad hours of strenuous labour.
Lemonade Stand maybe? perhaps that's too generic for you?
I dlivered papers, picked strawberries and earned allowance. I got a good amount of money from it.
