you certainly didn't leave much to work with so don't expect any miriacle answers.
Here's the best all around advice I can give you.
To start with probably the best buys come in at around 10,000. You would be amazed if your a careful shopper at the quality and condition of the automobiles available in that price range. Late models averaging 40- 50,000. milesl
At 8000. still great, newer models but higher miles.55-80,000.
or lower miles, excellent conditioned, slightly older 99's to 02's.
6000. shopped, will get you into an excellent mid to late nineties depending on mileage.
4000. If you want a nice car, no problem, but be prepared to shop with an open, flexible, mind. Be sure to know what you want in an automobile. Remember this,..hotter models have greater appeal and cost more, where as the kind your grandfather would buy and somebodies probably did, will have less miles, less wear and tear, will be cheaper and cared for will last forever.
So,at 4000. it's about choice.
3000. the same car as above will be your best bet but expect higher mileage.Hot models at this price level will generally be a piece of ****.
2000.shop carefully. Your going to have to settle on older medium to high mileage cars.
Ok, now, some advice. In an older car, by choice, chose most any of the Japanese imports. Preferably Toyota or Honda but generally most any are good.
All 8 cylinders, with todays gas costs,will be expensive to operate. Some 6's too. 4 cylinders, of course, will be the cheapest.
Light colors stay the cleanest looking .
Tan's draw the least police attention if your heavy footed or unlicensed.
High mileage isn't the threat it once was.
Condition and road worthiness is.
Try not to be doing 85 on your way home every night, eventually it'll grind a four banger down.
Buy a six if you do a lot of expressway driving.

That's nice! I am pretty sure your not going to find it on this site. You need to ask yourself a few questions before you buy the car.
1. How much money do you have to spend?
2. How much money do you have to spend on fuel and up keep each week?
3. How much money for insurance?
4. What are you going to do with this ride? Commute? Haul things?
5. How many people are going to ride in the vehicle?
6. Where are you going to be driving this vehicle? City only? Interstate highway? Both? Country? Rough roads?
7. What kind of weather will you encounter. Snow? ice? lots of rain?
8. Most people buy cars to reflect the image they want to send out to the world. Such as sports cars? Certain colors? So what are you trying to say?
9. How many cars have you bought in the past?
10. Answer these questions? Then we can start the process of finding the right (kind, makes and models) vehicle for you. Then we will find the best place to look!

If you're looking at Pontiacs find one with a 3.8 liter 3800 series II V-6 . It is a terrific engine very low maintanence. My dad has a '01 Grand Prix with the 3.8 L V-6 he has 200,000 miles on it with no problems, stay away with the 3.1 liter series I engine, it tends to have quite a few problems, but are still pretty reliable despite that fact.

WORD OF ADVICE DONT BUY A 95-99 DODGE OR PLYMOUTH NEON!!!They will costs you more to maintain than to just go ahead and buy a new car, everything goes wrong with them and after 130,000 miles they start to smoke. I own one, my cousin owns one, and two of my friends own one, and they all do the same thing break down right after you just spent 450.00 dollars on them. Buy a Chevy.

Please take over my 4runner payments and I'll give you big favors. It's a year and a half old, still smells new inside, has been babied - tons of checks and maintenance at the dealer.
