This is for the Hearing Impaired. Many new TV's have close captioning so when a show on TV supports this it will type on the screen what they people on the TV are saying, or a description of the background noises etc so people that are hard of hearing can enjoy what we watch as well.

closed captioning is utilized mainly by people who are deaf or hearing impaired. basically it is a box at the bottom of the screen with the words of what the people on the screen are saying (like subtitles...) so that those who cannot hear may read along with what they are watching and still know what's going on.
