Is this possible, or is the person's choices to blame?

not the choices i dont think.....theres a good book that explains this called "fooled by randomness" that probly everyone should read ... it takes the "oh poor me why am i a victim of life" perception out of everything..not just financial markets like the title implies

This means the person got screwed but no one's going to take the responsibility (read blame) for it.

It's a very redundant way of saying "victim". When was there ever a "fortunate victim" or a "victim without circumstance"?

No one to blame here.
unfortunate = not lucky / bad luck
victim = target / prey
circumstance = event / happenstance

'an unlucky even occurred to a happless target.'

it means that someone got screwed up and he doesn't know who's to blame (his self or other people).
