sometimes, the problem is that the "seat" the washer goes in has a groove eroded in it from dripping for many years or from some other damage

there is a tool that looks sort of like a tiny umbrella that has a file surface on the top of the umbrella that can be used to grind the seat down until any grooves age gone

I can't remember the name of this tool (if I ever new it) but some hardware stores still carry it

Another thing to try is to buy a special "soft washer". These wear out faster but sometimes they allow you to close the valve a little harder and get a seal
