Not all Vulcan names start with S. Most men's do because they are honoring one of the ancestors, Surak. Before Surak, the names began with a random letter. The females mostly begin with T. T'pau, T'pring, etc. Those females that don't are usually a cross breed (1/2 romulan, 1/2 vulcan). There is one female name that begins with a V (can't remember it exactly) who is Vulcan, but she could have changed her name from a T name due to becoming an outlaw, possibly

Aethna, Vesuv, Pinatobu and others are not with S at Start
