No, I don't believe that's appropriate at all.
Detentions should be limited to behavioral problems at school. It simply isn't effective to punish people who don't do their lessons.
In fact, the misbehavior of not doing your homework has already been punished--you don't know as much as students who did their homework, so they're now ahead of you.
It is indeed a bad thing not to do your homework--but the person you are harming is yourself.

I had a gym student aide give me denention once. I really hated that.....I don't think certain students should get police powers just because the teacher waved the magic wand at him.
I just appealed it to the teacher later and got it removed.

Yes, it is. you must suffer the consequences and I hope this will help you want to turn it in next time. If you get away with this , then it will be something else next time and maybe even more serious. Homework is given as a reinforcement of what you have learned for the day.

The consequence in school as a child for not doing your assigned work is a bad grade and/or detention.
The consequence as an adult for not doing your assigned work is getting fired from your job, loss of your home and possessions, and eating out of garbage cans.
Your TA cares enough about you to give you a gentle consequence to help you find motivation to get your work done. You should say "thank you," and apply yourself to your future assignments.

Not doing your work is doing something bad. You are coming to class unprepared to learn as well as being insubordinate for disobeying an order from the instructor. If you aren't prepared for class, you aren't learning. Not doing homework only prepares you for one question: "Do you want fries with that?" The teacher won't ask it, trust me.

Yes. Doing your homework was your responsibility. You didn't do it, now you have to pay the consequences.
