It seems Israel takes extrodinary measures to avoid civilian deaths. Why is this? The enemies of Israel TARGET civilians in their attacks. What gives?

because Israel is a civilized western culture. It is indeed unfortunate that her enemies are practitioners of a vile, violent, and false cult.
