Photon is energy bundle; this is not made of matter like electron or proton; it has no mass.
Regarding force, even for a mass particle, a force is not necessary for motion, but to change the state of motion a force is necessary.
The very idea that ‘a force is necessary for motion’ is wrong.
Newton’s laws define force as one which changes the momentum of a particle.
If a mass particle is moving with some speed, to increase or decrease its speed (momentum) a force is needed.
Therefore any thing can be in motion or be at rest till a force is applied.
This is the fundamental concept and will be fundamental until another fundamental concept is evolved.
In the case of light it is the transformation of energy (not mass) from one place to another place.
There are theories that energy is transmitted from one place to another place in the form of electro- magnetic wave; there are theories that they travel in the form of particles. Whatever be their nature they travel with a speed of 3x10^8m/s in vacuum.
Light wave or light particle needs no force for motion, like mass particles need no force for motion,
Further they are energy transmission and for motion they do not use their energy for transmission. They are in motion implies they have kinetic energy of motion.
With special theory of relativity even mass is considered to be a form of energy.
However there is a difference between the mass particle and mass less particles.

To understand motion whether its a micromass such as light mass particles or gross masses as the Sun ,Juspiter ,Earth etc..it is not forces that cause motion This has been a misconception for 3 centuries already. This is the 21 st century and its about time that its is neccessary to realise that its the Gravitational power present in the field of space that cause all motions in the Universe and not Force.All masses move the same way and motion is all oscilliatory(see Louis De Broglie).
When a mass is caused to move it goes thru a series of power transfers between the Gravity power and the inertial power hence motion is self sustained unless another power change the state of the motion.
As far as light is concerned it is a unimass particle structure.There fore it obeys the laws of motion as any other chemical mass structures.There fore the cause of motion of particles of light is the same as what make the solar system move as well as stars and galaxies.
As far as forces are concerned they are basically relative. Hence it requires the theory of relativity to really explain them.
Usually forces actually occurs in pairs there is the active force and the reactive force. The phenomena of force is really the same phenomena in Gravity as well as electrical and magnetic .
This Idea is called force Unification= Its all the same phenomena but occuring relatively in different frames of reference having different configuration but are the result of the same power of space application.
