Some very specific types of toads (not all only a very few specially adapted ones) have a defense mechanism whereby part of their excretions from glands in thei skin is a toxin with certain properties that make it a hallucinogenic or otherwise drug-like substance.
In general most toads don't do this. And some toads, like the cane toads are fairly toxic to humans and just about anything else they come across. Importing them was a really dumb idea, and didn't even fix the problem they expected it to. Now cane toads are taking over australia and killing off other wildlife due to their toxicity and overcompetition for resource, coupled with no natural predators in that environment.

You are probably speaking of the licking of cane toads. Here's what wikipedia has to say about it (be sure to read the whole paragraph!)
Bufotenin, one of the chemicals excreted by the Cane Toad, is classified as a Class 1 drug under Australian drug laws. This is the same classification as heroin and cocaine. It is thought that the effects of bufotenin are similar to that of mild poisoning; the stimulating effect, which includes mild hallucinations, lasts for less than one hour.[19] As the Cane Toad excretes bufotenin in very small amounts, and other toxins in relatively large amounts, toad licking could result in serious illness or death.

I believe it all depends of the type of toad that you brave yourself to "lick". I don't know, in all honesty, about "toad" licking to get you high...but I know it's true about "frogs"...like those in South America that are so tiny that one can "sit" on the eraser of a pencil. That type of "frog" is the same as that which the native tribes of South America make "poison blow-darts" for either paralizing or killing their prey.

there are some toads or even frogs in south america that secrete a type of substance that does make hallucinate and others that drop you dead in seconds

Nah..will get you sick... My dog did that and got sick and foamed at the mouth... That stuff has poison in it...Go to rehab man..sounds like you got it bad.
