Blue was the royal color for Italy, when Italy was still a monarchy. The Italian national team was founded during the mornachy, that's why. Italy became a republic only after WW2. The flag has always been the same, though (during the mornachy, it had the royal coat of arms in the middle, then it was taken off). Blue was just the Savoia's (reigning dynasty) flag color.

Because that is the color of the National Team, called "Azzurri".
That is an historical tradition: before the creation of the Italian Republic, the Italian Regal Family (Savoia) had color "azzurro" (kind of blue) in their flag and that color was adopted by the soccer National Team to respect the Regal tradition.
Since then the color has been kept in the Italian shirt, even though it is not a color present in their National flag (green, white, red).

The same reason Hollands colour is Orange? I don't really know, but there are various reasons for a country having an association with a specific colour. Blue is one associated with royalty throughout Europe, and is thus commonly used as a "national" colour in countries which don't have it as part of their flag.
It's like the Red, Gold and Green of Africa, which is used across the sub-Saharan part of the continent, even though many countries don't have these colours (or not all of them) in their flag.

Why should be "bizarre" that it is not in the flag? who says the color of the shirt should be in the flag? Anyway the answer was already given (BTW the Dutch have the orange shirt for a similar reason)
