In simpistic terms:
It is when a set of humans or a nation subjugates another and shackles their fighting spirit. Usually after a while the victims rise up and war is once more declared. Peace does not mean everyone is happy, peace is a hiatus between wars.

You are correct. It is the absence of war.

Peace has to be more than an absence of war, because one could argue that a nation under a repressive regime committing acts of terror against its citizens is at peace.

I would think peace would mean relative political tranquility.

What if we could make everyone think exactly the same? Then there would be peace; however, within 5 minutes, someone would get bored and start something!

True peace comes from within, the altar of God, knowing that we belong to each other, it's a process of changing opinions, eroding old barriers and quietly building new relations, it is a state of mind.
