refurbished means that there has been at least some basic maintenance to be sure it is in serviceable condition. Used just means used.
The implication, though, in offering them for sale is that they are both in working condition. Used can just mean, it doesn't need repair. I guess there is an implied guarantee that the refurbished one has been checked over thoroughly.
Let the buyer beware.

Refurbished are used, but used are not refurbished.
If you purchase the laptop from an individual then it is usually used. On the other hand if you purchase from a reseller that sells used they usually provide a 90 day-warranty. They usually format the hard drive and test the CD, DVD, FDD, AC adapter and other components. They will replace defective components and you would then consider it refurbished. Typically the batteries aren't tested and are sold "as is". One of the main differences between new and used/refurbished.
On Amazon both individuals and companies sell laptops, so you always should look at the seller feedback. Either used or refubished can be a good deal, depending upon the price, the seller and the particular laptop you are considering.

"Used" laptop is being sold directly by the owner of that laptop whereas "refurbished" is a used laptop that has be repaired and restored by the manufacturer.
Used laptop is sold "as-is" but refurbished is better than that because manufacturer fixes any problems or broken parts if any.
It's safer to go with refurbished laptops even though they are more expensive than just used laptops. Refurbished laptops provide better performance and safer to use than using just "used" laptops.

Refurbished is a used one but has been renovated and checked out by the manufacturer.
Used is just one that has been traded-in.

refurbished means it got repaired and fixed up used means your getting it as is. Refurbished is a better buy, unless you want brand new.
