Interesting question!
Firstly, which country do you live in? Secondly, ask yourself if it is ever necessary to travel at the maximum speed legally permitted. Thirdly ask yourself who decided it was ever safe to travel at 50mph never mind 100mph?
Then ask yourself if driver training should be a factor and how different people have different abilities under different circumstances at different times of the day in different types of vehicle in different road and weather conditions. I have been a Police Driving Instructor teaching emergency driving for almost 10 years. My answer is YES sometimes it may be necessary to travel in excess of 100mph (for example if it were a matter of saving someone's life) but under normal circumstances the word 'necessary' becomes more subjective.
However, it is worth remembering that 150mph never killed anyone. It is the 'mis-use' of speed which kills. i.e. Using excessive speed in inappropriate circumstances.
It is also worth remembering that traffic laws, like any other, are there to protect the public to a 'reasonable' level. The safest speed is zero but most would agree that to be unreasonable.
When cars were invented, in some countries a red flag was required to be held by a footman ahead of the car, effectively making a speed limit of 'walking pace'. In other words 'judgement' is always required, not only by the driver but also the law makers to decide what is safe, bearing in mind all the above variables.
If everyone were superb drivers, there would be no need for any speed limits because these drivers appreciate the danger and regulate speed accordingly. -TRULY! I am not playing devil's advocate here! Get on a high speed driving course to learn how to understand it more effectively.
One final point, the most important of all: A road accident involving more than one vehicle is usually explained as a misunderstanding by one or more of those involved. (Or to put it another way, a lack of appreciation for the actual dangers present).
So I wish you a safe and pleasant journey but please do not drive at 30mph on a motorway or freeway. Here it is the 'lack' of speed which causes the danger because it does not match the average expectation of other road users. All the best [cosicave]ℳ

Necessary isnt the right word I think. This is a FREE country and so we have many choices about what we buy and own. Just because a vehicle can do 100 MPH doesnt mean we have to drive it that fast. However we have the CHOICE.
Do you want a car that can only go the speed limit? That probably means you will have a really hard time passing anybody from now on. Even if they are really driving slow. Speed and power are a requirement for safe passing. Or merging!

If there is a demand for that type of vehicle, someone will fill the demand. If someone wants an item or service, and is willing to enough for it that someone providing the item or service can make a profit, the item or service will be available!!
If you do not want a car that can exceed a certain speed, do not buy one. If everyone feels like you, there will be no profit in building those cars, and they will not be built.
The free market is a wonderful thing, as is the freedom to chose how we spend the money we earn!!

NASCAR and other forms of racing would not have nearly as much appeal at 70 MPH.

you know, i've asked myself the same question: what's the point of making cars that CAN go faster than the speed limit? i still don't get it - i mean, unless you're a Nascar driver, and then 100mph isn't exactly gonna cut it anyways...
