When you drill into wood, metal, glass and most other substances you want your bit to simply twist. When you drill into concrete and cement you want your bit to twist and to tap at the material. For the amount of work he does, the expense of battery tools is unjustified. Stay corded; they're more powerful anyways. A 3/8" chuck or 1/2" chuck hammer drill should make him a happy camper. Get the kind with a switch to turn the hammering off. Get variable-speed, reversing (VSR) ... 75% of drills are. Get a good wood or metal box to store it in, with room for some bits. A good stocking stuffer would be masonry bits. They're special bits for drilling in concrete and cement. With those, spare no expense. Good bits are several dollars each. A few 1/4" x 6" bits would cover most of his workload. A 3/8" chuck would limit him to small holes but the tool is lighter and smaller. I like keyed chucks. Half of the folks like keyless. You're going to have to guess. Respectable, regular guy brands include: Craftsman, Makita, Ryobi and Skil. Common step-up's include Bosch and Milwaukee. Research Milwaukee 5380-21 and Bosch HD19-2.

My boyfriend is a carpenter and he swore he needed it! At times 500 dollar (or more) tools would sit there and he would never touch them.
I would shut up because I had things in my closet with tags on them.
