In 1993, for example, a bit of comic fluff called Belle Epoque beat out Farewell My Concubine (Hong Kong) and The Wedding Banquet (Taiwan), both better films. In 1959, Truffaut's 400 Blows didn't even get nominated for the category!

Nice link! So many amazing foreign films go unnoticed, even even those that get noticed sometimes don't win!

Although I must confess i havent seen the winner.

In the year 1980, Vladmir Menshov's 'Moscow Does Not Believe in Tears' (which I also really like) won the award for best foreign film. The one I think should have won was Kurosawa's Kagemusha.
