if u ever watched the weather channel or ur news weather there is a blue H and a red L. is the H good or bad

The red L or Low pressure is the bad one. When the barometer starts to drop bad weather follows. Red color L is a warning.
The blue H or high pressure is good, this is where the weather is clearing up and brings in drier weather. Blue H is for clear skies

The H is the center of High pressure and the L is the center of Low pressure (relative to surrounding areas). Either can be good or bad depending upon the situation.
