Please check if there is any spyware runing on your system first. Remove it if they exists, they are one of these major reasons of pop-up windows;

If you are using IE 5.0 or higher please enable its pop-up blocker program in "Tools" \ "Pop-up Blocker"\ "Enable Pop-up Blocker", and make a powerful setting for it in "Tools"\ "Pop-up Blocker"\ "Pop-up Blocker Settings". Or you can use some third part programs like Yahoo! Pop-up Blocker with Yahoo! toolbar;

Remember these trouble websites and don't visit them again if nessary. In fact these pop-up windows productors is trying their best to provid that you must see their advertisments in these windows whatever how powerful blocker program you uses. It's their job...

I hope this can help you. Please be more careful when you are trying to visit a strange webpage.

Good luck!

Get Service Pack 2. That's basically all I needed. Then use Firefox.
