Batwoman, not Batgirl and yes, she's going to be open about her sexuality.
[updated]
Oh, you wanted to know why! The article I read said they wanted to attract new audiences to their comics. Lesbian Batwoman is just one way to do this. Personally I think they're just hoping to get their base constituency of oversexed high school boys* to buy an extra comic each month.
*caveat: I was a member of this constituency, but when I turned 23 my girlfriend placed an embargo on comic books.

Batgirl is not a lesbian. Batwoman is a lesbian. They are two different characters. The comic industry has had it's share of openly gay characters. A few years back, The Rawhide Kid was a story of a gay cowboy superhero. It got some press, but not nearly as much as I've seen on Batwoman. The week DC announced this, I saw televised news reports and radio spots all in prime time, discussing this. So why the controversy? Why now? Because Batwoman will be a main character in the world of Batman, and will be completely affiliated with Batman. Not just as a sidekick, but as an ally on Batman's war on crime.
To answer your question.... for ratings. Plus, why not have her be lesbian? Does it matter?

Actually, you got it wrong... it's BATWOMAN, NOT Batgirl. Batgirl is her niece. Well, she IS and she always WAS a lesbian since she was created back in the 50s (I think, give or take a few years). Anyway, she was labeled a lipstick lesbian. AS FOR THE WHY? Comic book creators always want to portray in their books the things that are going on or causing controvewrsy or "hush-hush" in the real world. That way readers can relate and want to read more books. So, her sexuality was just another one o fhtose issue. As for her reasons: that's like going out in public and asking a gay or lesbian why THEY are gay. It's one of those things that has no answers in the comic world because it is so obvious that the creators won't even want to dignify it with a response.

Today comic books are actually marketed to the 20's -30's and not children. The story lines and artwork for many years have had more of an adult feel and children are usually more interesting in PlayStation and xbox to worry about who or what is in a comic book. I think it is fine that they made Batwoman a lesbian. I don't think it's exploitation rather than a showing that a certain percent of the population is homosexual and that is all. What will make the comic a success or failure will be the story lines and adventures given not the fact the main character is gay.

MONETARY MOTIVATIONS & A PRIME TARGET AUDIENCE!!!
If she's openly lesbian [as opposed to in the closet], they're likely going to throw in some girl-on-girl action will only increase the comic's success and bring the big $$$!
Just imagine the number of greasy, horny, teenaged boys, not-so-greasy, but fairly horny, lesbians, and occasionally greasy, but usually horny, somewhat androgynous folk who are going to go and buy those comics!
Think of all the publicity the comics will get, and all the people [much like yourself] who will question it, comment on it, dissect it, study it, and analyze it.
Imagine all the reviews that will be written, all the late night TV and rush hour radio shows that'll quip about it, all the religious folk who will protest, causing it to make the news.
It'll practically sell itself.
Let’s face it, SEX SELLS!!! -especially when it involves lesbians!

Batgirl has been rumored (probably jokingly) to be a lesbian. While Barbara Gordon has had close female friends (i.e. pre-crisis Supergirl) there is nothing to suggest that these relationships were sexual. Whatsmore, chemistry has been shown between her and Robin in every incarnation. Also, she was not vulnerable to Poison Ivy in the movie--so its reasonable to believe that she is completely heterosexual.
i found this on a website. except that i dont agree with it. i think she might be bisextual. which is worse. so much for good comics. people are so degrading, when you think about it , its like how low can you go, huh.?

Seems like a desperate attempt to get the market to buy DC comics. Their movies aren't doing as well as Marvel and basically the comic book shops are not as populated as they used to be.

Wow, I did not know that. It is very progressive of them. Comics have always tried to reflect modern society so that's probably why. have you ever read comics from the 60's? They're hilarious.
