You aren't very specific about what kind of business you are starting. An "online business" is not a business. The internet is just a vehicle that helps you conduct business. Whatever you decide to do, email is NOT the way to go. Everyone gets more than enough spam as it is. Certainly nobody is going to read yours either.
You are better off marketing your business by approching people face to face and building relationships with people. Building relationships is the most important thing that you can do in business because if someone you meet does not buy your product or service, chances are that they know someone who is in need of what you are providing.

There are thousands of companies that you can purchase email listings from, just type bulk mailing in the search bar and you will see how many there are, be careful though because you don't want to be known as a spamer.

those E-mails just go to the junk mail any ways. If you are selling something try E-bay- they have online store or a service go to Craig's list. Good Luck!
