It depends on what is black and what is navy. now a black shirt with navy pants NO that would not look good. But if you added some white or other colors it might but who knows now days I think it is in style to not match you see it so much.

Many people wear black and blue, some wear it often! Which colour matches your eyes, use that as your tie to make your black or blue eyes more noticible.

Well I wouldnt just because the 2 colors might off set each other and your blue may look like your black is faded out.
