Those are anxiety dreams. Usually, I think, people have them when they're worried about something happening in their non-dream life.
If you want to get into the metaphor - you want something to happen, to change and you're concerned. You feel like you are trapped in your situation and feel somewhat helpless. You are feeling like what is happening to you should be in your control but isn't.

Let me analyze your dream
When you dream that you are paralyzed or can't run after being chased, that literally means that you are suppressing your feeling to overcome obstacle. In other words, normally people use dreams as a way to escape of reality. However, in your case, you cannot pass that obstacle because you are afraid to break through subconsciously. That shows your personality. You are the person who may have issues with problems. You may have fear in running away from problems. Whenever problems come, when you try to escape from it and you probably have difficulties dealing with them.
You have to learn to face your problem, and deal with it!

One way to figure this out is the next time you have a dream like this is to try to turn around and find out what you are running from. Do you recognize your chaser? Or does the situation remind you of something else in your life that remains unresolved? Perhaps, you are avoiding or trying to run from a situation that still needs to be worked through.

It might mean you are tied down to something, if you have a problem at work or family etc. I heard that dreams where you are flying mean that you are free, so maybe the opposite means for not being able to run away. I'm no expret though.

1)No matter how fast you run or how much you avoid something it will always catch up.
