Try going directly to the city housing authority and find out the requirements that they are giving.

Also try some of the State Departments, they have social workers who can help with placement in housing or programs to help you out

Typically Public Housing won't provide you with immediate/emergency housing. You have to apply and the qualification process can be lengthy plus there are waiting lists for open apartments.

if you are homeless.. or about to be.. welfare SHOULD help you. definatly go to your city housing athority. even though there may be a waiting list you will still be on the list.. and can have a potential permenat home. but being homeless sometimes puts ahead in the list.
good luck
