Rewire the outlet. Is it a seperate outlet, or is it tied to other outlets? If it is on a seperate breaker by itself, you can easily change it (so long as the wire is big enough to handle the amp load).

Running a new, dedicated line will probably be the easiest and safest way, though. If you don't have 220 service coming into your garage or shop, you'll have a lot more cost. Most likely, you do, so it shouldn't be too bad.

No way. Try other 240 Vac outlets like water heater, air conditioner, dryer, stove. You may need to install a temporary outlet that fits the plug of your welder. An electrician should inspect your system and do the work.

No you can't do anything, you need to hire a professional Electrician, and have it done to code. It's way to dangerous for the amateur to handle. Better safe than sorry.

one way you could do it .if you have two different circuts and they are opposite phase you could drop the neutrals and use the two hot legs for 220 of course this is only temporary

prevent any damage by doing the right thing the first time. you dont want to overwhelm the circuitry.
