Depends on how fast the car is driven.
First the thermostat.
Then if it over heats driving 60 mph it would be the radiator. If it overheats idle to 40 mph it would be the fan clutch. On this model it may have 2 fans to cool the radiator. The electric fan has a fuse for it under the hood.

when the head gasket[s] were replaced were the heads resurfaced? they may still be leaking . you didn't mention replacing the thermostat , also the 4.6 engine uses stretch head bolts were these replaced ?or torqued properly? you have covered the bases pretty well but one last question why was the exhaust replaced was the cat. converter broken up? if so it could clog remaining muffler/pipes and cause poor performance and over heat. best of luck.

Temperature sensor by the radiator may be damaged, if that's the case fan will not start. Try disconecting the sensor, place a jumper in the plastic connector and see if the fan starts.
Be careful

maybe it could be the cooling fan, or the thermostat sticking... I had to replace my cadilytic converter once and it solved my overheating problem.. maybe a freeze plug if the car has one is cracked.... I hope this helps

Yes, bad clutch fan. Not 100%sure, but going on the limited amount of info you've provided, this is the last thing I could think of for now.

have you replaced the thermostat? If it is sticking, will cause the problem. Another thing to look at is your catalytic converter. Just guesses from a backyarder.

electric fan sensor or high speed fan relay or fuse, if it has a pulley driven fan then the fan clutch is bad! thermostat should be replaced first of all!
