Reinstall windows as a repair/upgrade install. This will restore all necessary files. Alternatively, assuming you have Windows XP and a boot disk, you could boot your computer to DOS and then find the c:\I386 directory. This directory contains backup files of the Windows installation. I would ask someone who is knowledgable about computers and, particually, about cab files and the extract command, to do that latter option though.
However, in the future, *don't delete anything unless you know what it is*. That's what Google is for.

Boot from the original CD and run setup, just like you were going to reinstall the OS. It will look for an existing installation and find it - choose to repair the existing installation. This will restore your system files. Restart and you should be OK.
