Yeah, you multiplied both the numerator and denominator by three which gave you -15/24 when it should have been -15/8. :)
y = -5/8x + b
-7 = (-5/8) * 3 + b
-7 = -15/8 + b
-7 + 1 7/8 = b
-5 1/8 = b

the second guy almost got it except that the slope = the opposite or -8/5 (because you subtract the y's on top and the x's on the bottom)
Then plug it in and get -7 = -8/5(3) + b
-7 = -24/5 +b
-7 + 24/5 = b
-11/5 = b
So the equation is y = -8/5x + -11/5
