Surely, there HAS to be a reason.

Are they both males?

Males don't get along together well...

If they are males, thats CERTAINLY the case,
That behaviour is called nipping:

Nipping ( without drawing blood ) chasing and mounting are all normal behavior, usually this sort of behavior decreases within a week or sometimes abit longer, they are just trying to sort out who is going to be boss. If your piggies won't be friends and the under piggy is getting very stressed or even worse, injured, its best to seperate them.

Two males seldom get along. They will fight for dominance. Males also like to sneak up and bite each other on the rear end really hard. I've only seen one female piggie that didn't like another female.Check the webs they're great for piggies.

what age and gender?? 2 males that are sexually mature tend to get that way and one can become dominant over another and the one who is not dominant will really suffer!! guineas love companions but if it is not working serparate cages are best!
