Clearly, it says that they probably form a small percentage of Ashkenazi jews, which themselves make up about 90% of modern day Jewry. They were also allied with the Byzantine empire. You are quite correct though, in that they had a large area of southern Russia and Ukraine, under their thumb either via direct rule or through influence.
