It depends on the fabric. If the garment is 100% polyester you can safely wash it. Anything that has any part wool or rayon will shrink badly. Some silks can be washed, some can not.
Use only cold water and a very mild detergent. Lay flat or hang to dry.

Yes but beware. Sometimes the manufacturers put "dry clean only" on the tag because they don't want to be liable if the clothes fall apart during the wash and dry cycles. Just be forewarned that the garment may fall apart. I'd try hand washing or in the gentle cycle and then air drying first.

I have washed clothes that are suppose to be dry cleaned, using the gentle cycle and cold water. They turned out ok.

yes you can in cold water an just a little soap or wool lite but you got to read the label to make sure (wool can't be washed that way)
