No there is not enough meat in the cylinder walls to bore it enough and there is not enough room in the block to run a big enough stroke to do it either, and there is not enough between the bore and stroke to do it either without compromising the structural integrity of the block even if you fill the cooling passages with block filler and if you do that then how are you going to cool the engine?

This is definitely not possible. The two engines are completely different. The 3.1 is a 60 degree V motor. The 4.3 is a 90 degree V block. A 4.3 is basically a small block 350 with two cylinders cut off.
The 3.1 60 degree V motors( as well as the earlier 2.8 and later 3.4) are notorious for blown head gaskets that lead to water leaks internally, which cause spun cam and rod bearings( and that is a bad thing).
You would be better off to go for a 4.3 vswap or a small block swap if it will fit in your vehicle.

no. 3.8 and 4.3 are in the same class, but the 3.1 is just a stroked 2.8 liter.

Sorry but no. The block isn't big enough to bore it out that much, for starters. If it were me, I'd drop a V8 into it.
Good Luck.
