I want to buy a new one in the states and bring it back to Mexico

Seek it though the border. They won't see it coming. They won't expect an American to sneak in to Mexico.

No because you didn't buy it in mexico. It would be like somebody moves from new york to illinois... they don't have to pay taxes on their corvette for moving it... for a short period of time. If you plan to keep it there for more than a year... you'll probably have to license it.
