It's totally fake. It's hard to say who actually made it; the video is out on several video services (Yahoo, Google, YouTube) and different people are taking credit for it.

The "Titanic 2 The Surface" thing is a fake trailer that somebody made using clips from Leonardo DiCaprio's different movies. If you've watched any, you'll know what I mean

Oh, the one from Ebaum's world? It's fake; that site is kinda famous for cuting up movie scenes from within the film (or in this case, other films) to totally twist or create a new/false trailers. There wouldnt be a second Titanic since 1) it came out almost 8 years ago, and 2) it was such a pop-culture hype at that time that people got sick of it soon after.
If you want to check out some other convincing ones, watch the Terminator 2 recut-it's hilarious!

No it's the preview is just a fan made video, just for fun. If you notice, they use clips of other Leonardo DiCaprio movies in the preview.
