To figure out how many gallons per mile your car is WASTING you must first figure out how many mpg your car gets. Then you need to figure out how many gallons per mile your car USES. You would then multiply that figure by .7 (because a combustion engine is only about 30% efficient) to get your final result of how many gallons per mile your car is WASTING through ineffiency.
For example if your car gets 30 mpg then you are using approx. .034 gallons per mile. Multiply this figure by .7 to get .024 gallons per miles wasted through ineffiency.
