I'm not going to do your homework for you. But here's the steps:
1. There are 1 million microseconds in a second. So, how many instructions can it execute per second?

2. There are 60 seconds in a minute. So, how many seconds are in 4 minutes?

3. With the results from questions 1 and 2, you should be able to get the answer.

A microsecond is 1/1000th of a second.

36 instructions/ms * 1000ms/min * 4

Your result will be 1000000 x 60 x 4 x 36 = ?
