Air circulation.

The fans inside the computer need a large volume of air to blow across the heat sink. If you use a small case, then there's less air and all you're doing is heating the air even more. (Picture pulling a cup of water out of a bathtub, heating it up and pouring it back in, then getting another cup of water, and so on. It would take a while for the tub to heat up. Now do the same with a bucket.)

Not all are, but they have to at least be big enough to house everything. You have a few kinds of chasises for towers...
