I have seen explanations of this on how to pronounce it like the Arabs do. They conclude that "cutter" is the closest way to pronounce it. Although, when I listen to an Arab pronouncing it -- it sounds more like "cotter." Nevertheless is "Ku-tar" is wrong as so many people say that it is, then why does Qatar Airlines pronounce it "Ku-tar" in their english ads? It seems to me that whoever is telling us to pronounce it "cutter" has told us incorrectly. I think I might have to believe the Qatar airline ads. It seems that they would know how to pronounce their own country in english. What do you think?

Probably "kut-are" would come the nearest - "kut" pronounced like "cut", just with a sharp "k" - and "are" same as "are"
