1. 'International' [trading between nations]
2. 'International' [waters, not owned by any nations]
3. Amnesty 'International' Campaigns for human rights, 'World wide'. I think that most if not all of the land mass is claimed by some nation or other so, Perhaps International and The World do mean the same thing. Sorry!

The mistake you are making is assuming that 'rebels' and 'terrorists' are necessiraly different. Somebody can be a terrorist and a rebel at the same time - just as somebody can be a terrorist while supporting the existing government. This is just like the logical fallacy: that 'the difference between a terrorist and a freedom fighter is which side your on.' The cause is not what determines whether or not any particular person or group is a terrorist. What determines this is their actions. It is possible for any person or group to be both a 'freedom fighter' and a terrorist at the same time. If you simply define a terrorist as somebody who commits specific types of actions and ignore the underlying ideology - then it is easy to tell the terrorists from the freedom fighters.
