Have you tried "Hancock Fabrics" It is a national chain store that sells pretty much every thing you need.
Every type of clothing fabric, as well as home decorative fabric, and all the supplies you will need. Such as patterns, thread, needles, (sewing machines), buttons, Velcro, interfacing, snaps, elastic, boning, ribbons, lace, patches, beads, etc.
The staff is usually pretty helpful. If you tell them what you hope to do they should be able to point you in the right direction. Most stores also have a list of independent seamstresses who can sew things for you for a fee. But they have differing levels of professionalism. If it is something small like altering pants you may want to try an altering shop in the mall.
Another store is called "Joann's Fabrics" They sell fabric and Craft supplies. I have not been impressed with their stores knowledge or customer service in the fabric area. But if you are doing a Halloween costume they may have more novelty products.
