This would depend on your particular language skills and interests, and what programs are offered in the particular city/country that is of interest.
Other things you would want to consider is whether programs require you to live with families or whether you can live in a dorm. You'd want to know about specific program requirements, language of instruction, amount of program support, etc.
I would pick a place in Europe: in France, Switzerland, Belgium or Luxemburg.

I would want to study in England. I would most enjoy studying at one of the colleges of Oxford for a year.
