I want to pick out a motherboard, CPU, and all that stuff. I essentially want to build it from the ground up. Where (online or not) is the best place to start?

http://www.buildeasypc.com/ a bit dated but it will help alot.
Building it is very easy, getting it to work after it is assembled is a bit harder, If this is your first build Use an Intel motherboard D945PVS, a good case Antec tx640b or P180b, western digital Raptor SATA hdd, kingston or cruical memory, a video card depends on what you intend to do can cost up to $500 for a video card alone, The instruction and ease of build with an Intel motherboard are well worth the extra money, and the website has all kinds of links with help, but as I said building it is easy getting it to work is hard, you need to partition and format the hdd and load the operating system, and HOPEFULLY all the new parts work, sometimes you get a bad part and have to troubleshoot til you find it. www.buy.com and www.newegg.com has good prices

A mental hospital. It doesn't make financial sense anymore. Mass producers with Windows contracts make it pointless to build a machine and then have to fork out money for an operating system that is nearly free on a prepackaged machine.

I went and got my stuff on www.tigerdirect.com. Make sure to do some shopping first tho. figure out what you want and then go price hunting. Believe it or not, you might find a really good deal at Best Buy, but thatz a rare pleasure that I've observed =)
