Easy way is to girdle it by cutting several inch high ring around the base. This way the tree cannot get water since it's carried in the lower layer of bark.
You can also use a herbicide for this but it will probably kill everything around the tree also.
You could also hire a backhoe to remove it.

they make root killers that you can pour over the bottom of the tree. Or, Take and drill some holes into the bottom of the trunk near the ground and fill the holes with Stock Salt. you can get that at any local farm and feed store. It don't cost much a bag, usually around $3 to $4 for a 50pound bag. It works great.

Cut the tree down and grind the root.... some people even go so far as to place salt on the open trunk. and it'll chemically kill the roots.

Find some termites, start a fire around the base, hit it with a car, drive copper nails into it, drills holes in it, be mean to it.
