Curtains are the typical (I think) off-white ones you see in SF Bay Area - kind of creamish color...

Apartment Manager says we need to replace and the dry cleaning laundry whose number the manager gave both said its not possible to get those stains out without bleach - so we need to replace them.

Is there a non bleach solution to this problem without replacing the curtains?

Also are there rules/statutes on how often curtains need to be changed based on how long a tenant has lived in that apartment? Just like carpets etc.

Oxy clean is the way to go.
also hint for future renting - check everything in apartment for faults like your curtains. And always open the window a little sometime to stop condension on the windows which creates the mildew.

If you don't want to handle the cleaning yourselves, the get a different opinion of another dry cleaners--my wedding dress got mildew and they got it all out!

Oxy clean ........soak and it may take a couple of days but it will come out
