Because with the clothes come the suggestion of nudity. Suggestion is more powerful than revelation. Think of Alfred Hitchcock's films - they are much more terrifying than any overt horror movie because they allow the mind to reach its own consequences.
Suggestion is a fantastic thing - what's more sexy - Marilyn Monroe over that subway with the wind blowing up her skirt, looking like you MIGHT see her thighs, or a totally naked woman going for the money shot??
The image of Marilyn has endured for sixty years but the two-bob porn stars come and go.
That's why, in my opinion.

Because it's the thought and your imagination trying to figure out what is underneath the clothing. Especially when a girl wears a short skirt because you can almost see, but not completely. I'm not a lesbian, but this is what my boyfriend tells me. He complains about me wearing some clothing because it makes him too "hot" if you will.

Men by nature are hunters, they like to pursue. If you have a woman who has everything hanging out, the perception is that she is easy to get because she has her goods on display for everyone to see. However, that woman that gives just enough to entice but still holds some mystery is like a gazelle being pursued by a leopard (do leopards chase gazelles?)

Depends on the person. She's gonna look sexier when you can only see a bit of cleavage, or she wears fishnet stockings with boots. But I don't see how if she's in a full burka that anything will stand at attention.
