No its not evolution !body piercing like tattoo,s have become socially acceptable over the past few years I of course mean properly done nice ink not old school hearts & knives stuff . It has become fashionable cos celebs do it but as one of the other replies says queen Victorias husband had one guess that is the origin of the "Albert Ring "

i just like the feeling afterwards that i have something new. Ive just has my cleavage peirced. It hurt a little bit and bled a small amount but it looks nice. I also have one on each ear, the side of my big toe on my left foot done and my heel on my right root done (at the side), the feet didnt hurt or bleed.
I think its also to do with rebellion. A guy i know has tons of peircings and plugs and what not on his ears and he mainly did it to annoy his mum and he likes them now. so maybe its just for satisfaction and something to show off. Or permanent jewelry so youll lever lose it. ^^ im quite proud of my cleavage bar. ^^ ( . ):( . ) hehe

im not sure if i understand some of the question but first of all its not evolution... some african nations have been doing these things for generation... its their culture... i suppose since we are a mixed culture we try to copy the ideas of others a develop our own identity... im sure they are both very close in design but not the same thing.
