That depends on how you count. If you count Grover Cleveland twice (most do because he was elected twice, but not consecutively, so he's both the 22nd and 24th president) than it was Gerald Ford. If you only count Grover Cleveland once, than it was Richard Nixon.

Gerald Rudolph Ford, Jr. (born July 14, 1913 as Leslie Lynch King, Jr.) was the 38th (1974–1977) President of the United States and the 40th (1973–1974) Vice President. He was the first person appointed to the Vice-Presidency under the terms of the 25th Amendment, and upon succession to the presidency became the first (and to date, only) President in U.S. history to fill that office without having been elected either President or Vice President.

Technically...the 38th actual person in the position of "President" was Gerald Ford; however, if you look at it as far as presidential "terms" then Jimmy Carter was the 38th. This is because Gerald Ford served within the 37th term (replacing Nixon when he resigned).
